As a result of the Cedar Fire of 2003 there has been increased concern with fire protection in the rural areas of San Diego County. In a 2004 election voters approved Proposition C, an advisory measure that asked for support of a consolidated fire service system for the county. It also stipulated that fire protection services should be funded with reprioritized revenues – NOT NEW TAXES. Eighty one percent of the voters approved that measure.
